A low-income housing redevelopment project of the former Flossie Riley housing complex owned by the Housing Authority of the City of Fort Myers.
We were the civil engineer and
Planned
Unit Development rezoning agent handling the permitting
and entitlement process. The result was a 6 month
entitlement turn around for a 120 unit Senior Center and
272 unit multi-family affordable housing project.

Planned Unit (Residential) Development
A 218 unit affordable housing
residential subdivision for the Housing Authority of the
City of Fort Myers. The single-family subdivision
occupies 43.7 acres in the City of Fort Myers across the
river from Billy’s Creek Filter Marsh Park.
Our
role was to plan the site, lead the project through the
rezoning process, perform civil design and water
management permitting.
The site design reflects new urbanism trends such as alleys serving garages, porches on the front of the house with closer setbacks to the main roads, sidewalks throughout on both sides of the roads, variation in housing types to keep the streets interesting and street trees. The mentioned design aspects required working with staff to obtain eight deviations, or “customizations”, of the Fort Myers LDC.

Mixed Use Planned Development
A 57 acre Mixed-Use Planned Development rezoning on Bayshore Road west of I-75 in North Fort Myers. As the planners and zoning agents we designed the layout and mix of uses for the project combining retail, office, medical and townhome development into a well-connected cohesive arrangement.
Significant hurdles were overcome to realize this project such as gopher tortoise management plans, designing environmental connections to abutting preserve areas, creating design features compatible with the newly established North Fort Myers community Lee Plan policies and realignment and design of the Samville/Bayshore intersection.

Industrial Planned Development
The
project occupies a combined 52.187 acres located west of
I-75 and ľ miles north of Alico Road abutting the
eastern boundary of the Three Oaks Parkway Extension
that is currently under construction. Our role was to
design a conceptual and engineering level site layout
for a 600,000 square foot mixed industrial center
including retail elements along Three Oaks Parkway,
commercial centers, office flex space as well as some
retail or wholesale of products manufactured upon the
premises. We acted as the zoning agent for the planned
development.

Commercial Planned Development
Mr. Fred Drovdlic, as a Senior Planner at Lee County, was the staff reviewer and report author for the Commercial Planned Development rezoning of a 400 bed expansion to the Lee Memorial Health System’s Gulf Coast Hospital on Metro/Daniels replacing the Southwest Regional Medical Center. The $286-million construction site plan is for 420,000 square feet of new construction and 20,000 square feet of renovated space in the existing hospital. At completion the new hospital will encompass 550,000 square feet.
As the planner, Mr. Drovdlic
insured landscape design met the
intentions
of the Daniels Parkway corridor, the Daniel Parkway
buffers were consistent with other corridor developments
and that all development code requirements were met.

Development of Regional Impact
ASAP
Corkscrew Road Mini Storage – A Development of Regional
Impact in Estero on Corkscrew Road near I-75 abutting
the Stoneybrook DRI. The request was for a
mini-warehouse and retail center abutting Stoneybrook
residential development. As hearing agent, site planner
and civil engineers we lead the team through planning,
zoning and permitting to construction.

Annexation
The
project is 95.6 acres in southwest Florida abutting
Lehigh Acres, the City of Fort Myers boundary and Lee
County’s Buckingham Rural Preserve planning community.
QAI was hired to act as the planner and agent for
Annexation, Comprehensive Plan Amendment and rezoning
into the City of Fort Myers.
The
property was a former Lee County landfill in the 1970’s.
The particular challenges included assurances to city
staff, planning board and council members that
development could occur in a safe and environmentally
sensitive manner. Coordination with the city included
dedication of a roadway to help serve the City’s newly
developed wastewater treatment plant.

Comprehensive Plan Amendment
As
